        According to the website of the NDRC on December 30, in order to implement the requirements of the 13th Five-Year Plan Outline for National Economic and Social Development of the People's Republic of China for promoting the large-scale application of seawater desalination and promoting the healthy and rapid development of seawater utilization, the NDRC and the Bureau of Oceanography have organized and issued the 13th Five-Year Plan for Seawater Utilization in China.


        The plan clearly points out that by 2020, seawater utilization will achieve large-scale application, independent seawater utilization of core technologies, materials and key equipment will achieve product serialization, the industrial chain will be increasingly complete, leading enterprises with international competitiveness will be nurtured, the standard system will be further improved, policies and mechanisms will be more perfect, and international competitiveness will be significantly enhanced.


        At the end of the 13th Five-Year Plan, the total scale of seawater desalination in China reached more than 2.2 million tons per day. Seawater desalination has increased by more than 105,000 tons per day in coastal cities and 140,000 tons per day in island areas. The scale of seawater direct utilization is over 140 billion tons per year, and the scale of seawater circulating cooling is over 2 million tons per hour. New desalination of brackish water has reached more than 1 million tons per day. The independent innovation rate of seawater desalination equipment reaches 80% or more, the domestic market share of independent technology reaches 70% or more, and the international market share increases by 10%.


        The total scale of seawater desalination will double

        The plan proposes to "expand the scale of seawater utilization application", that is, to vigorously promote the large-scale application of seawater utilization in key areas such as coastal water-scarce cities, islands, industrial parks and Western brackish water areas, as well as in key industries such as power, steel and petrochemical industries, and to carry out the construction of seawater utilization demonstration cities, demonstration Islands and demonstration parks. Among them, in coastal water-scarce cities, we will concentrate on supporting the construction of 2-5 seawater utilization demonstration cities, and carry out pilot demonstrations of technical policies, explore the mode of seawater desalination entering urban municipal water supply network and the investment, operation and management mechanism, and build seawater desalination plants that are compatible with urban minimum water for people's livelihood. In addition, through renovation and construction, 50,000 tons per day and above of regional desalination protection projects will be built in coastal cities such as Tianjin, Dalian and Qingdao.


        Cost has always been the bottleneck affecting the promotion of seawater desalination. Data show that the cost of desalination water production in China is 5 to 8 yuan per ton, which is still higher than the tap water price. To this end, the Plan proposes to improve the financial investment and incentive policies for seawater utilization, including increasing the input of central and local governments, supporting the construction of public welfare seawater (brackish water) desalination livelihood projects such as regional seawater desalination guarantee and water pipeline network, supporting the development and manufacture of seawater desalination equipment, and encouraging coastal local governments to give appropriate subsidies to the production and operation enterprises of seawater desalination. Explore the implementation of government and social capital cooperation (PPP) model and so on.


        In addition, the plan also proposes that under the policy of "three exemptions, three halves" of income tax, we should implement and improve the preferential tax policies on seawater desalination, accelerate the transformation of new technologies and new achievements, subsidize insurance premiums for the first (set) of major technical equipment for seawater utilization, and support the participation of seawater desalination in direct transaction of power users.         Strengthening Technical Innovation of Seawater Utilization

We will carry out the transformation and application of independent technological achievements, encourage the application of the first set of independent innovative products and equipment, and lay the foundation for large-scale application.

Develop new technologies of seawater desalination, integrated technologies of new seawater desalination and seawater utilization, coupled models and equipment of new energy and seawater desalination, and Research on safe, efficient and green seawater intake technology, pretreatment technology, post-treatment technology and discharge technology. Develop new products of seawater desalination water and encourage the production of bottled and barreled seawater desalination water.
